Dr. Roy G. Taylor, Ph.D., is a sitting Chief of Police and professional law enforcement manager with more than 40 years of experience in federal, state, local, and private Police Chief positions. He provides consulting and expert witness testimony to attorneys, municipalities, the insurance industry, and facilities involved in litigation concerning use of force, deadly force, and standards of conduct. He is retained by both plaintiff and defense counsel, and he has consulted on more than 120 federal cases dealing with police procedures.

Use of Force and Deadly Force Analysis

Use of force and firearms instruction are core areas of Dr. Taylor's expertise. He holds the Advanced Force Science Specialist certification from the Force Science Institute, earned his Force Science Certification in 2016, and completed the Institute's Advanced Specialist course in Behavior Analysis in Force Encounters (2017) as well as its course on body worn cameras and other recordings used in law enforcement (2018). He is a certified NC Criminal Justice Instructor in firearms and a Train the Trainer graduate of the Police Executive Research Forum's Integrating Communications and Tactics program, and he has completed de-escalation training through the NC Justice Academy.

Credentials

Dr. Taylor holds a Ph.D. in Criminal Justice from Walden University and a Master of Science in Occupational Safety from East Carolina University. He is Chief of Police of Blue Ridge Public Safety and of Capitol Special Police, an adjunct professor at Meredith College, and a retired Lt. Colonel of the Army Reserve who was awarded the Bronze Star Medal with Valor device. He holds the NC Law Enforcement Officer Advanced Certificate and has served as a use of force and firearms instructor throughout his career.
