Dr. Roy G. Taylor, Ph.D., is a sitting Chief of Police and a career K-9 handler who provides expert witness testimony and consulting on canine utilization in law enforcement. He serves attorneys, municipalities, the insurance industry, and facilities involved in litigation, and he is retained by both plaintiff and defense counsel.

K-9 Handler Experience

Dr. Taylor's canine experience began in the US Air Force, where he served as a Security Police Explosive Detection Dog Handler at Ellsworth AFB from 1980 to 1982, completing both the Patrol Dog Handler Course and the Patrol Dog Explosive Detection Course (1980). As a police officer in Cary, North Carolina (1986–1990), he served in Special Operations/K-9, and he went on to serve as a K-9 Deputy Sheriff with the Wake County Sheriff's Office (1990–1994). He completed Patrol/Narcotics Canine Training with Triad K9 in 1988. Canine utilization remains a named area of his professional expertise.

Credentials

Dr. Taylor holds a Ph.D. in Criminal Justice from Walden University and has more than 40 years of law enforcement experience in federal, state, local, and private Police Chief positions. He is Chief of Police of Blue Ridge Public Safety and of Capitol Special Police, an adjunct professor at Meredith College, and a retired Lt. Colonel of the Army Reserve who was awarded the Bronze Star Medal with Valor device. He has consulted on more than 120 federal cases dealing with police procedures, and he evaluates each incident against current and prevailing national standards.
