Dr. Roy G. Taylor, Ph.D., is a sitting Chief of Police who provides expert witness testimony and consulting on high-speed vehicle pursuits and chases. With more than 40 years of experience in federal, state, local, and private Police Chief positions, he serves attorneys, municipalities, the insurance industry, and facilities involved in pursuit litigation, and he is retained by both plaintiff and defense counsel.

Police pursuit tactics are a named area of Dr. Taylor's expertise, and high-speed vehicle pursuits and chases are among the case types the Taylor Consulting Group is called upon to analyze. His pursuit work draws on decades of patrol and command experience, from his years as a special operations and K-9 police officer in Cary, North Carolina, and as a Deputy Sheriff with the Wake County Sheriff's Office, through his service as Chief of Police for multiple agencies. He completed Defensive and Precision Driving training with the NC Highway Patrol in 1990.

Credentials

Dr. Taylor holds a Ph.D. in Criminal Justice from Walden University and a Master of Science in Occupational Safety from East Carolina University. He is Chief of Police of Blue Ridge Public Safety and of Capitol Special Police, an adjunct professor at Meredith College, and a retired Lt. Colonel of the Army Reserve who was awarded the Bronze Star Medal with Valor device. He has consulted on more than 120 federal cases dealing with police procedures.
